Changing the defaulted tab to another tab in ESS

I have a requirement to change the defaulting tab on the Employee Self Service screen from Salary to Absence. If I try to reorder Absence before Salary, Absence disappears off of the screen altogether. I tried personalizing the tab order, but it only changed the title, the data remained the same, creating a mismatch to the tab name. I also tried to re-order the menu but that didn't change any tab ordering. Is there a way to re-order all of the data from a tab? Or is there a way to change which tab is defaulted other than making that
