Custom Folder on APINWKB causing locks on ap_payment_schedules_all table

We have created a custom folder to re-arrange some fields on the Invoice workbench to suite our business model. After creating the custom folder, that is set to Autoquery option as 'Never', we are seeing that even if the invoice workbench is opned in Inquiry mode, the table ap_payment_schedules_all is locked. This is preventing payment processing as the locks are exclusive.

The code in the APXINWKB.pll is causing the locks.

Can someone in the community help with pointers on how to resolve the issue?

We are on R12.1.3 and the version of APXINWKB.pll is
