Controlling LOV for 'Country' during Supplier Registration process

Can we exclude certain countries from the country LOV during supplier registration process? If not, is there a way we can show some message for specific countries say India?

OAF personalization’s/customizations/standard solutions/workarounds would be highly appreciated.
