R3190 and partially completed WO

Hi all, I have a question in regards to WO statuses - I just want to make sure my logic is sound.

The standard JDE setup in UDC 00/SS (WO statues) comes with status 91 = Cancelled WO and status 92 = Partially completed WO.

If I were to use exactly these two values as per their description, then what cutoff status should the R3190 have to prevent an issue? I don't think it can be done as basically you don't want a cancelled order to be reposted (so cutoff should be <91) but you do want a partially completed WO to be re-posted (so cutoff should be >92).
