where to find the value for ICX_HR_PERSON_ID

We are using EBS version 12.1.3

We need to add the ICX_HR_PERSON_ID to the secure attribute so that one person can be entering the expense report for others. Where can I find the ICX_HR_PERSON_ID value for a particular employee? Will this be in the HR application, or can I find the information some where in the database tables? Please advise. Thank you very much.
