Default settlement " Deferred"

Hi,

I am looking for a way how to created recoverable Tax  default settlement" deferred". for France to post in interim account first. Vertex file will be used for rate.

This default control is at Tax and Tax Status level. I do not know vertex is creating Tax and Tax status

Is the Tax and Tax status created manually in EB tax and vertex geocodes are mapped to that or file upload will auto create these
