Program - Revalue Balances for newly setup ledger completed with warning

Hello team,

Application release 12.1.2

I am running the program "Program - Revalue Balances" for a newly setup ledger where we do not have any foreign currency transactions yet. Program - Revalue Balances is completing with warning and showing below message in output file.

Note: This revaluation completed with a warning due to the following: 

Revaluation is not required. No foreign currency balances exist in the period: May-14.

is this expected or their a bug in program ? I have seen many times when we do not have any foreign currency transactions for other ledgers and program complete with normal status.
