Sales Order not downloaded to Install Base

Hi Experts,

Iam working with oracle applications 11.5.9 verison.

Issue: Sales order is not downloaded to Install Base.

Iam facing issue in Oracle install base, while importing sales order (Num-20789284) with quantity as 2items, while we import the lines system has successfully created with item 6994B007AA along with the serial num 115013000010,

however same item  is not getting imported with another serial number, I have checked at the back-end and not able to retrieve the row.

Any suggestions would be highly appreciated.
