Reports error REP-58102 when running report through report builder as web layout

I was running a report on report11g builder with page layout fine, but got report error when running report as web layout as below

REP-58102 ...........java.net.ConnectException: Connection refused: connect.  

The error message found from the log file as below. 

reports] [ERROR] [] [oracle.reports.runtime] [tid: 11] [ecid: 0000KPjm^376eL2Lrqx0iY1J^LeO000002,0] [EngineName: rwEng-0] C Engine  WRN An AutoRecovery file was detected. Recover unsaved changes for C:\DATA\Form11\HRIS_Form11g\hrm\HRM_manr.rdf?

[2014-06-06T14:08:41.603+08:00] [reports] [ERROR] [] [oracle.reports.runtime] [tid: 11] [ecid: 0000KPjm^376eL2Lrqx0iY1J^LeO000002,0] [EngineName: rwEng-0] C Engine  ERR REP-0099: The report is aborted upon user request.
