Creating several ship to locations for single customer site

Hi Guru's

I have a requirement as below,

I want to have several ship-to locations for single customer site.

i.e customer will hold single customer site; and for the same customer site I want to add one bill-to and several ship-to locations. Is this possible, if yes please advice me the process.

I tried, but the application is throwing error as duplicate site.
