Header workflow is not getting assigned for a Project Order

Hi,

We have a Project Order Type where we enter Project no and Task no in SO line.

We are seeing that the header workflow is blank after saving the order. Hence cant book the order. Then we ae copying the same order and new order works fine and gets booked.
Its happening after we have upgraded from 11i to R12. Please advice.
