Database version 11.2.0.3

I saw the message in the alert log Suspending MMON slave action kewrmafsa_ for 82800 seconds

Have never seen this before. Not sure what to make of it. I searched a little online and some say this is the new feature in 11g that once the message is on the system performance go back to normal in a heavy loaded system. So supposedly this is a normal expected behavior. Could someone please shed some light on this one? Please advise. Thank you very much.
