hrglobal failed on pegbutable.ldt with error ORA-20001: HR_7220_INVALID_PRIMARY_KEY

we have applied patches
18533949 and 18693666
as  a post step we ran datainstall and hrglobal.
While running hrglobal.drv using adpatch we face below error.

Error loading seed data for PAY_USER_ROWS_F:  B_USER_TABLE_NAME = GB_P11D_CO2_RANGE_EMISSIONS, B_LEGISLATION_CODE = GB, USER_TABLE_NAME = GB_P11D_CO2_RANGE_EMISSIONS, B_LEGISLATION_CODE = GB,  ORA-20001: HR_7220_INVALID_PRIMARY_KEY:
