Defining Security by Book

Hi Freinds

I have a requirement where we have 200* Ledgers for which we are going to FA implementation. We need to implement one FA book for each Ledger but still want the fixed asset rergister for all 200+ FA Books to be maintained by note more then 10 centralized responsibilities.That would mean each responsibility should have access to more then 20 FA books. Can we achieve that by defining security by book and if yes..can you please refer me any document id for the same.
