Why is (R03B22) Delinquency Fee Journal is not creating Invoices when run in Final Mode

I have been recently testing the Delinquency Fee Journal process and thought I had this all sorted out and am wondering what changes could cause it to stop working.  What's occurring is that when I run the version of Credit Analysis Refresh that calls R03B22 in Proof mode those records that should generate a fee appear on the Proof journal; however when I go to run it in Final Mode the report comes back blank.  I only get the title information of the report but no actual records.  I then go to the program to work with delinquency fees and
