Getting - Connected to 0 server(s) out of a total of 3 server(s) in the enterprise

We have created a new envirnment that included two web servers, two Gateway serers assoicated with one VIP and 3 App servers. When trying to make a srvrmgr connection the following is returned:

Connected to 0 server(s) out of a total of 3 server(s) in the enterprise

We are using the following syntax to connect:

srvrmgr /e siebel_prd /g apa-prgtw-vip /u sadmin /p <PASSWORD_REMOVED>

A telnet connection can be made from the App server to the Gateway vip(apa-prgtw-vip).

The odbcsql command is able to connect to the database but when the server is started the error appears in the SRBroker logfile
