BI Publisher not downloading to Windows 7

After downloading BI Publisher Desktop 64-bit, I receive a message that tells me to download 32-bit.

I am running Windows 7 64-bit.

Installed on my computer is Java SE Development Kit 7 Update 60 and Java 7 Update 60 (64-bit).

I was able to install BI Publisher on a vitual computer Windows XP, but I do not have Microsoft Word installed there and am not able to purchase another license.

Have read to change Windows 7 compatibility mode to XP.

Is this the answer or is there another way to get this installed?
