asm fast mirror resync

Hello expert,

                     Asm fast mirror resync in 11g is now a well known feature but I have some queries regarding that.I beleive my doubts will be cleared after this discussion.

1) During any maintainanace if we shutdown the storage cell then where does this change is written so that once grid disk becomes online data can be resynced?

2) What is the maximum window we can use so that this fast mirror resync can be used?In other words what is the max disk_repair_time we can use?Why I am asking this question is the more is disk_repair_time greater will be amount of change..
