E900 TR8.98.30 web exception error on Subcon PO

Hi, is there any bug in this version and TR ?  They always have this web exception error as seen in the attached..

Problem:  May i know why there is an error message when i enter new line at P4310 (regardless of the extended amount under/over budget) at PY ?

Recently they've refreshed  PY data from PD.  Is this anything to do with the refreshing problem?
