When using custom responsibility "Find Positions" form does not have a LOV for Name

Created custom responsibility with menu that contains only "Define Position".  When opening form - Sub Form: "Find Positions" does not have a LOV for Name but has LOV for all other fields on the form.  For US Super HRMS Manager resp - it does.  What must be done to the resp or the menu to achieve the same functionality.  Attached screen shots illustrate difference.
