R12.1.3 - Asset Lines not getting generated for Receipt Accruals

We are on R12.1.3. When running the PRC: Generate Asset Lines for a Single Project we are getting the following message. All the expenditures on the project are PO Receipt Accruals.

Rejection Reason: Expenditure Items not final accounted

Please let us know how to resolve this. We ran the create accounting - receiving program in final mode. Do we also need to run create accounting cost management?
