Unable To Change Format Mask in FSG Definition, The System is Automatically Changing the Mask to Som

Users in Germany need FSG number format as 99.999.999,99 I have checked the currency:Thousands separator is set as 'YES' at site level. But when I go to column set and try to change the number format from 9,999,999.99 to 99.999.999,99, it is changing to something else on its own but not to the required format. Suggest me what to do. It was working fine in 11i.

Please find the attached file where it shows the wrong format displaying on its own.
