Sporadic CRS hangs 11gr1

Has anyone experienced CRS hangs due possibly to connection flooding via a service_name?  We experience sporadic crs hangs, although I can still get a healthy status out of the CRSCTL CHECK CRS at the time of the hang.  We start receiving ORA-15032 messages in the database alert log and the ONS resource goes offline.  There is not much in the way of transactions and/or sessions in the database, yet sometimes there are TNS floods from application servers that appear to only be connecting and disconnecting.  At least logging an entry in the listener.log file.  If I kill the crsd.bin process,
