a great help needed for 12.1.0.4 agent on MS Server 2008 x64

Hello, gurus,

Could someone pleasse, please help me to understand what kind of permissions that one needs in order to sail "Add Target Manually" in 12.1.0.4 smoothly? I am on Windows x64 platform inconveniently. After installing CYGWIN, CURL and blah, blah a bunch, AND after spent a day to smoothen out bumps of SSH, I am still stuck in adding a host target as the following:
