Enable Difitition Access Set in Existing Values - GL

Dear All,

I have defined one Conversion Rate Type a time ago but did not Enabled the "Security" checkbox at the time of definition. But now i was to enable the security check box but when i click on Enable Checkbox system ask me to assign some values and i an unable to define a value in Definition Access Set form.

Please help its urgent.
