Instance is blocking new connections

Hello DBAs,

It might be a simple issue and can be easily fixed, but, let me ask it here as I have not found complete solution googling it to our situation. Our rac nodes were fine, but, I am unable to connect to one of instances now. There wasn't any further message if I try to connect remotely from SqlPlus. It just hangs. A good news is I can connect via SqlPlus on its hosting server. Then I found that a listener is blocking incoming connections, because, lsnrctl status command returns blocked status of the instance. So could you please provide me
