VAT RG 3164 Withholding for Argentina

As part of this new statutory requirement in Argentina it appears ESU/Updates were provided in Releases 8.11 and higher, but does not appear to be available in 8.10 or lower.  Can anyone confirm, and if so, how are others working around this?
