Error invoking service 'FINS CAP Processor Service', method 'RunProcess' at step 'Business Service 0

Dear All,

I am facing an issue while creating User in Administration User- Employee screen. Every time when I press Ctrl+S, it throws an error -

[1] Error invoking service 'FINS CAP Processor Service', method 'RunProcess' at step 'Business Service 0'.(SBL-BPR-00162)

[2] Module 'FINS Business Rules Processor' has not been licensed for use on this database.(SBL-DEV-00438)

Though user record got created.

Please help me.
