How to get ARM Status to change from "Pending" to "With Preparer"?

Having trouble with Account Reconciliation Manager

When I Open a Period - I only get a status of "Pending".  Will not change to "With Preparer"  The Period is current and the dates should automatically trigger a "With Preparer" status.

Is there a way to get the status to change?
