PAXPREPR.fmx is failing after patch 18031783

Release 11.5.10.2

We did 11.2.0.4 database upgrade recently. We hit issue described in note 1612536.1 and we applied patch 18031783. PAXPREPR.fmx is failing to generate after patch.

File shows following errors:

FRM-18108: Failed to load the following objects.
