11.5.10 to R12.2 upgrade: peplupctx.sql failed

Hi ,

We are upgrading from 11.5.10 to R12.2.     The following sql failed due to following reason. 

sqlplus -s APPS/***** @/f00/applmgr/fs1/EBSapps/appl/ad/12.0.0/patch/115/sql/adsqlwrapper.sql '/f00/applmgr/fs1/EBSapps/appl/per/12.0.0/patch/115/sql/peplupctx.sql '
Connected.

PL/SQL procedure successfully completed.

ERROR at line 1:
ORA-00001: unique constraint (HR.HR_TIC_B_UK) violated
ORA-06512: at line 3

Please let us know, how to fix this error.
