Row security WGDICJ prompt "Exceeding data item length"

Hi, my user tried to add this row security to control F48011...but somehow it got this error no matter how he enter the value either julian date format 6 digits or normal date format" like

dd/mm/yyyy, dd/mm/yy or ddmmyyyy or ddmmyy...

he has enabled the row security in DD..

what could be this error ?  is this something related to regional timezone setting

pls advise...
