Oracle VM loses most of its configuration after power outage

| have an OVM installed on server T5-2 system which was installed by the Oracle Enterprise Manager OPS center but then some disks were added to the OVM logical domains manually

now after each power outage when the power come back the VMs loses some of its configuration specifically the disks which were added manually

can any one helps me with any probable causes
