R12.1.3 - Project is a Template OR is secured OR does not share same business group,set of books and

We are on R12.1.3. We have a capital project in OU X with the project options setup to Allow Charges from other Operating Units. However when we try to charge the project using pre-approved expenditure batch from OU Y the project doesn't appear in the list of values. When we try to interface the cost using API we get the following message -

 

Project is a Template OR is secured OR does not share same
business group,set of books and PA period type of user operating unit OR
project status disallows new transactions

Both OUs are part of the same business group. Can you please let us know how to insert these costs. These cost existed in our 11i environment and we have to convert them to R12.
