ETO: Closing a project

Hi, I have a Q. I am trying to close an ETO project but getting an error (Please refer 1.jpg, 2.jpg, 3.jpg, 4.jpg).

I checked but could not find any open orders for this project (Please refer 5.jpg) - screenshot from P4310 with Cost Center = 21386 (only 5 attachments allowed, unable to attach excel) - all POs have next status as 999.
