Geocode Invalid Errors

I thought I would run this by the community before I opened a call....

We are running Vertex 4.0

We have installed Vertex and I process an interim with the GEOCode turned off I get Federal and State Taxes.  When I turn the Geo Code on in the P05004 and P99410 I get GEO Code Invalid errors on the Employee Master National/Fiscal Data screen.  Entering an interim, I get an Geo Code Invalid error when I change the tax area on the time card.

I have the P05004 and P99410 HRGEO turned on.

I have run the R07500 to update Tax Area information and it does not update the table. The log says the following:
