Hours based deduction is calculating for all hours rather than just union related hours

I have a situation where I need an hours based deduction to calculate on only hours worked under one union code and not a second union code.  Time entry is done with the Union code 123 for 8 hours   DBA is set up at EE level with union code 123 in the parameter.    The deduction is calculating on all hours worked.  .   Is there a step I'm missing to get this to calculate on just time entry with union 123 on the time entry?
