Employee Statement Task in CWB

Last year we did not have the employee statement task configured in CWB.  This year, the users would like to use the functionality.  I have configured the statement, loaded the document and mapped all elements.  In addition, I also ensured that I added the task in the plan setup and that it is designated as 'Full Access'.  However, the task is still not appearing in the task list for any managers.  Does anyone know what could be going on?  Do you need to rerun participation to see this task appear?  I did 'Refresh from Master' on the plan and now
