Patch 10117518 fails

I am upgrading to R12.2.3 from R12.1.1. I am at the point where I have to apply Patch 10117518

Per readme of the patch I have applied the latest adgrants.sql and merged other (18303441, 17197279) patches.

adpatch fails with error below even though I have applied adgrants.sql

AutoPatch error:

Please apply adgrants.sql file in database tier before applying this patch

You should check the file

/opt/apps/R1223/fs1/EBSapps/appl/admin/CDHG/log/adpatch.log

for errors.

I searched MOS and Google already. Uploaded adpatch.log

Please help.
