Sales Order issue

After a few items were released from regulatory hold (aproved) and a SO was created, the SO should move to status 540 (print pick slips), but it doesent, it moves to 531 (regulatory status) this should not happen right? since the items were alredy aproved and the processing options in print pick slip report are set to move the SO to 540
