After applying patch 178391956 ARXRAATR.pll fails to compile

Apps 12.1.3

Applying patch 178391956 - ARXRAATR.pll fails to compile.  The adworker log shows the following error-

ERROR generating library "resource/ARXRAATR.plx" from input file
/oracle/ebs/ebspatch/apps/apps_st/appl/au/12.0.0/resource/ARXRAATR.pll

Results of library generation:
