How to resell a serialized item that has been manually expired in the install base?

Greetings,

We have multiple operating units, and sometimes "buy back" serialized items from one of these other OU's.  They sell to us on a sales order, and we buy it from them on a purchase order.  It gets received as a purchase, and put into stock in our OU, and we have to manually expire the item in the install base.  However, when manually expiring, we are unable to sell the unit from our stock.  The Business teams have stated they will not consider issuing new serial numbers, as that defeats the purpose of traceability throughout the life of the item.
