A question about ARM: copying profiles to periods

In ARM, in Manage -> System Settings -> Frequencies, we have frequencies in the following order: Monthly, Quarterly, Yearly (top to bottom).

We have some Monthly profiles and some Quarterly profiles.

When we copy profiles to a Quarterly period, only Quarterly profiles are copied to the Quarterly period; Monthly profiles are not copied to the Quarterly period.

Is it true that the Monthly profiles should be copied as well?

What set-up might be wrong/missing?
