Save attached pdf

I just saw a youtube video using scrtchpad on the iPad. In the video, the preson pulled up and attached pdf, added a signature, and then saved the pdf. Is it available that we can edit an attached pdf and save the changes? I am not talking about adding a signature, I want to say open the attachaed pdf, check off a box, then save the changes. I thought that the file attachments were read only once attached.
