Is it possible to have E1Pages with generator 4.1.1 without flowlabels?

What issues could we have  if the FlowLabel.properties isn´t used for creating E1Pages using generator  4.1.1 not even for titles? Actually the titles are getting directly from files .dat but the file generator.log.bak said 'Could not find label 'Titlexxx' in recource bundle'. We know that if we populate the file Flowlabel.propierties with the titles de log disappears. But is it possible to have more problems later? The client only uses one language.
