BLOB value not transferring

We have a separate environment with it's own deployment server for volume testing.  In the past we've been able to promote across instances with no issue.  We setup the environment in our regular DV Deployment server and system and then setup the corresponding OL, DD, Version List, and Workflow in the Release/Data Source Map and it works.  This is setup exactly as our regional production instances.  The version is written to the table but the BLOB value isn't.  I can see in the debug log that it is inserting a record.
