weblogic.security.internal.encryption.EncryptionServiceException

After the SerializedSystemIni.dat was rebuilt the majority of operations that involve starting  a managed server throws a weblogic.security.internal.encryption.EncryptionServiceException.

We believe that the credentials that reside in the config.xml does not match a credential residing within the Embedded LDAP. But this is just a theory until proved.

Or that the config.xml does not have the correct encrypted passphrases. Also a theory

Has anyone seen this exception during a managed server restart or when a managed server is being deleted?
