Is anyone else running an RPG program from an application in JDE 9.1?

Experts,

We are in the process of converting from XE to JDE 9.1.  We have a custom application that runs on our current system in XE that runs a CL program (which then runs an RPG program) to create a workfile to be interfaced to a Non-JDE system.  We cannot get the custom application to run from the web browser in 9.1 to run.  The CL program is used to set the library list and other things before running the RPG program.  The RPG program errors saying FILE NOT FOUND.  It has to do with the fact that because it's running
