Budgetary Control without encumbrance accounting

Hi,

In R12.1.3 is it possible to have budgets with budgetary control without Encumbrance Accounting feature to track actual spending against budgeted. That is funds available = Budget - Actuals. What are steps to achieve this functionality.

SLAM presently used in standard accrual.
