cannot seem to monitor oracle alert log with 11.2.0.1.0 dbconsole

All,

I have looked at note 949858.1 till I can't look at it anymore and I still cannot figure out how to get email alerts from dbconsole when I create an ora- error in the alert log.  I have issued the below statement to get an error in the alert log but it never shows up in the dbconsole under alerts or emails me that it happened.  i assume the first order of business is to get it to show up in the console under alerts, then I will worry about the emailing part which I think I have right under notification rules.
